Internet governance and data issues: future paths of cooperation mechanisms?
Das Forschungprojekt soll den aktuellen Stand der Dinge und künftige Möglichkeiten der Zusammenarbeit im Sinne einer polyzentrischen Internet-Governance im Zeitalter von Big Data und KI erkunden. Tendieren Governance-Prozesse, die mit Daten-Governance verbunden sind, dazu, hierarchischere Formen von Governance auszubilden und stellen somit Risiken im Hinblick auf die fragile Demokratisierung der Internet-Governance dar? Wird eine polyzentrisch vorgestellte Internet-Governance durch aufkommende KI-Governance-Arrangements und KI-"Supermächte" (sowohl Staaten als auch Unternehmen) in Frage gestellt? Wie wirken sich diese Diskussionen auf die wichtigsten Institutionen, Akteure und allgemein die Balance von Internet-Governance aus? Kommt es durch KI- und Datengeschäftsmodelle zur einer Entwertung der Governance staatlicher und nicht-staatlicher Interessengruppen aus Entwicklungskontexten?
