Conceptualising competing conceptions of world order through the eyes of aid recipients? Governance models, developmental visions and imaginaries of the future in Central Asia: the case of post-Soviet Tajikistan
Dieses Forschungsprojekt untersucht konkurrierende Konzeptionen der Weltordnung, indem es das "Feld" betrachtet, in dem diese Perspektiven projiziert und umgesetzt werden. Es konzentriert sich auf Empfängerländer von Entwicklungshilfe, die gleichzeitig Entwicklungsinterventionen von einer Vielzahl westlicher und nicht-westlicher Geber ausgesetzt sind. Drei spezifische Komponenten von Weltordnungen werden untersucht. Dazu gehören: Governance-Frameworks, d.h. spezifische Modelle der Entscheidungsfindung, Machtverteilung und Vernetzung, die von den Gebern in den von ihnen unterstützten Ländern gefördert werden; entwicklungspolitische Visionen, die das jeweilige Verständnis der Geber von Modernität und Fortschritt betreffen; und Zukunftsvorstellungen, die sich auf die Perspektiven der Zusammenarbeit beziehen.
Dieses Forschungsprojekt untersucht die Situation in Tadschikistan, einem postkommunistischen zentralasiatischen Land, das nach dem Zusammenbruch der Sowjetunion 1991 und dem anschließenden Bürgerkrieg (1992-1997) zu einem neuen Spielplatz internationaler Friedens- und Entwicklungsinterventionen wurde. Im Laufe der Zeit befand sich Tadschikistan im Spannungsfeld verschiedener Weltordnungsvorstellungen, die von einer Reihe westlicher Geber, Russland, China und zunehmend auch anderen aufstrebenden Gebern wie Indien, der Türkei und den Golfstaaten gefördert wurden.
Dieses Forschungsprojekt untersucht zunächst die lokalen Wahrnehmungen von scheinbar unvereinbaren Perspektiven der Weltordnung, die in Tadschikistan von außen gefördert werden. Es fragt also, wie die Akteure vor Ort die Unterschiede zwischen den Governance-Modellen, Entwicklungsvisionen und Zukunftsvorstellungen der Geber, mit denen sie interagieren, verstehen. Zweitens wird untersucht, wie lokale Akteure mit diesen heterogenen Einflüssen umgehen, um gute Beziehungen zu einem breiten Spektrum internationaler Akteure aufrechtzuerhalten und einen hohen Zufluss an Hilfsgeldern zu bewahren. Drittens wird untersucht, wie die externen Vorstellungen von Weltordnung mit den lokalen Prioritäten und Ansichten interagieren, und mit welchen Ergebnissen.
