Global Standards of Good Governance
Dieses neue Forschungsprojekt zu Standards guter Regierungsführung baut auf meinen bisherigen Untersuchungen zu Normen und Praktiken der globalen Zusammenarbeit auf. In den letzten Jahren habe ich rechtfertigende Narrative der Global Governance, insbesondere der funktionalistischen, technokratischen Vielfalt, untersucht. Diese Forschungslinie wird mit der Fertigstellung einer Monographie mit dem Titel "Global Machinery: International Organizations as Technocratic Utopia" abgeschlossen, die die Geschichte des technokratischen internationalen Denkens von 1850 bis heute behandelt. Meine neue Forschungslinie zum Thema Global Governance ist inspiriert von einigen Beobachtungen aus diesem Projekt. Was ich feststellte, war eine Verschiebung des technokratischen internationalen Denkens von einem weitgehend Weber'schen Ideal formaler Organisationen (was Weber "Fachbürokratie" nannte) hin zur de-zentrierten, indirekten Regel von Standards oder Best Practices, die durch Benchmarks und quantifizierbare Indikatoren operationalisiert wurde. In diesem Zusammenhang wird die Global Governance zunehmend reflexiver, in dem Sinne, dass sie danach strebt, die Prozesse der Governance selbst zu gestalten, sowohl lokale, nationale als auch transnationale. Wir beobachten einen nachhaltigen Versuch öffentlicher und privater Akteure, die meist im Westen ansässig sind, ihre Ideale der "Good Governance" als Standards auf globaler Ebene zu fördern. Der Zweck meines Projekts ist es, die Entstehung, Verbreitung, Umsetzung und Anfechtung globaler Governance-Standards, verstanden als Verfahrensstandards, die sich auf Themen wie Partizipation, Transparenz, Rechenschaftspflicht oder Bewertung beziehen, systematisch und vergleichend zu untersuchen. Mein Projekt hat drei Hauptziele. Erstens, zu untersuchen, wie Governance-Standards entstehen und wie sie sich über Grenzen hinweg verbreiten; zweitens, zu verstehen, wie Governance-Standards in der Praxis umgesetzt werden und wie die Einhaltung dieser Standards verhandelt wird; drittens, die Anfechtung von Standards zu untersuchen, die sich daraus ergeben können.
