Dr. Dirk Peters joined Käte Hamburger Kolleg / Centre for Global Cooperation Research as a Fellow. He conducted his research in Research Unit 3 “Global Governance Revisited” from mid-May to mid-November 2012.

Research Project at the Centre

The research project is entitled: "Global Governance and Contested Conceptions of Legitimate Order: A State of the Art".

The project examines the role that notions of legitimacy and justice play for international cooperation. When negotiating about international cooperation, actors do not only debate their preferences about the concrete issues at hand, e.g. their preferences about environmental protection, monetary policy or international security. Rather, they negotiate against the backdrop of more fundamental conceptions of what they, in general, consider a legitimate and just political order.

These conceptions may concur but they may also diverge or clash, especially if actors have been socialized in fundamentally different contexts. In this case, actors will be hard pressed to find avenues for successful cooperation. Research has rarely dealt with this problem. Both research on Global Governance and on Global Justice either focus on issue-specific preferences of actors; or make sweeping assumptions about what actors regard or should regard as legitimate and just. But we still know little about the notions of legitimacy and justice that international actors actually hold or evoke. Are there fundamental differences, as particularistic approaches in political philosophy would postulate? Or is there a zone of overlap, a global agreement on core elements of any just and legitimate order, as universalists would hold?

The project lays the groundwork for research into this empirical side of the problem. It aims at (1) conceptually clarifying what "notions of legitimate and just order" are and how they can be identified empirically; (2) reviewing current debates about global governance in order to identify and classify notions of just and legitimate orders that are evoked in these debates; (3) devising preliminary hypotheses about how such notions, their convergence or divergence, affect the creation, design, and success of global governance institutions.
