Dr. Mariana Nardone joined the Käte Hamburger Kolleg / Centre for Global Cooperation Research as a Postdoc Fellow. She conducted her research in Research Unit 2 'Global Cultural Conflicts and Transcultural Cooperation' from April 2016 to March 2017.

Inter-organizational Cooperation Between Governments, UNHCR and NGOs in the Solidarity Resettlement Programme of South America

This field-level empirical study aims to explore how cooperation between governments, international organizations and local non-governmental organizations (NGOs) works in the jointly implementation of resettlement programmes for refugees. This will be done by looking at the specific context of the regional 'Solidarity Resettlement Programme' (SRP) in 'non-traditional' or 'emerging' resettlement countries of South America. Despite the SRP has been characterised as an instrument of great potential of refugee protection, and South-South cooperation of States, international and civil society organizations (Brazil Declaration, 2014), the Programme has been recently put on hold. The study will offer an interesting context to understand how inter-organizational cooperation works, considering the perspective of the three main entities involved in the Programme: governments, the Regional Office of the United Nations High Commissioner for Refugees (UNHCR), and UNHCR implementing agencies. This study intends to go beyond empirical approaches that tend to emphasize on one of these actors or one side of the inter-organizational relationships only. It is expected to look at the complexity of the tripartite character of the Programme to expand our understanding of the UNHCR-State-NGO relationships in refugee-assistance programmes.
