Dr Tamirace Fakhoury joined the Käte Hamburger Kolleg/Centre for Global Cooperation Research as a Postdoc Fellow from June 2018 to February 2019. She conducted her research in the Research Unit "Global Cooperation and Polycentric Governance". She stays affiliated with the Centre as Associate Senior Fellow.
Research Project
The European Union’s (EU) Role in the Multi-Level Governance (MLG) of Large-Scale Displacement
The project sets out to explore how the EU, traditionally involved in the governance of migration in the region, has dealt with large-scale displacement in Syria’s neighbourhood and how it has constructed its refugee governance tools in a broader interactional context. It will explore the EU’s discursive practices and policy formulation processes since the onset of Syria’s displacement crisis, and will shed light on how the EU has interacted with other ‘migration governors’ in Syria’s neighbourhood— namely the United Nations High Commissioner for Refugees (UNHCR), the League of Arab States or the Arab League (LAS), and the Arab refugee hosting state (focus on Jordan and Lebanon). The project will show that the EU has not departed from the ‘security-stability’ nexus it has traditionally upheld. Thus, it has linked in complex ways its refugee assistance and resilience building instruments in Syria’s neighbourhood to its own strategy of security. At the same time, an understanding of the EU’s policy discourses and tools remains incomplete if we do not embed such discourses and tools within a larger recursive, context-driven and dynamic process. The aim is to show how broader institutional linkages and regime complexes shape and contest the EU’s role in refugee governance.
