Prof Dr Christine Hatzky joined the research group 'Legitimation and Delegitimation in Global Cooperation' in February 2023 and will be a Senior Research Fellow at the Centre until January 2024.

Practices of (De-)legitimation in Global South-South Cooperations: Cuban and Angolan Scientists Exploring the 'National Question' in Postcolonial Angola (1985–1990)

This project explores politics and practices of (de-)legitimation (and world-ordering) in global South-South cooperations, taking Cuba and postcolonial Angola as a case study. During the 1970s, the cooperation between Cuba and Angola served in a first stage to support Angola's path to independence and the building of a socialist society. In a later phase, the cooperation had to be secured and legitimised in the long term and to the benefit of both partners. To this end, both countries agreed to conduct a major bilateral research study (Projecto Integral da Questão Nacional, PIQN, Integral Project on the National Question), a kind of inventory of the country’s ethnic-cultural, linguistic and economic foundations. However, further cooperation failed and was delegitimised due to two developments: on a global level, the end of the Cold War, and on a regional level, the Angolan government's new political goals, no longer compatible with those of the Cuban government. This project addresses questions raised in both research fields including the relationality of legitimacy, the consequences of (de-)legitimation struggles in global cooperation, and the reasons for the gain or loss of legitimacy over time. Overall, the project aims to disentangle various layers of (de-)legitimation (including self-legitimation) operating at different levels, e.g. nation-building in postcolonial Angola and post-revolutionary Cuba; national and global practices of pan-Africanist legitimation, and Cuba’s changing role during the Cold War and after the end of the Cold War from a socialist development model and tricontinentalism to the skilled labour export model. The project also elucidates the nexus between world-ordering and South-South global cooperation by looking at decolonisation, nation-building, and the division between socialist and capitalist societies during the Cold War divide.
