Conceptualising competing conceptions of world order through the eyes of aid recipients? Governance models, developmental visions and imaginaries of the future in Central Asia: the case of post-Soviet Tajikistan
This research project explores competing conceptions of world order by looking at the ‘field’ where these perspectives are projected and enacted. It focuses on aid receiving countries which are subject to simultaneous development interventions from a multiplicity of Western and non-western donors. Three specific components of world orders are investigated. These include: governance frameworks, i.e. specific models of decision-making, power distribution and interconnectedness promoted by donors in countries which they aid; developmental visions, concerning particular donors’ understanding of modernity and progress; and imaginaries of the future, which refer to the prospects for cooperation.
This research project takes the case of Tajikistan, a post-communist Central Asian country which became a new playground of international peacebuilding and development interventions after the Soviet collapse in 1991 and the subsequent civil war (1992-1997). Over time, Tajikistan found itself at a crossroads of multiple conceptions of world order promoted by a range of Western donors, Russia, China and increasingly also other emerging donors, such as India, Turkey and Gulf states.
First, this research project investigates local perceptions of seemingly incompatible prospects of world order promoted in Tajikistan from outside. It thus asks how actors on the ground understand the differences between governance models, developmental visions and imaginaries of the future advanced by donors with whom they interact. Second, it examines how local actors navigate these heterogenous influences to maintain good relations with a broad range of international actors and preserve a high influx of aid. Third, it explores how the external conceptions of world order interact with local priorities and views, and with what outcomes.
