Dr Peter Finkenbusch joined Käte Hamburger Kolleg / Centre for Global Cooperation Research as a Postdoc Fellow. He conducted his research in Research Unit 4 'Paradoxes and Perspectives of Democratization' from October 2017 to January 2018.

Research Project at the Centre

Governance in an Age of Unknowability: Facilitating Urban Resilience in the Americas

This postdoc project explores how the increasingly influential resilience discourse defines the sources, nature, producers and modes of authoritative knowing in global governance. Specifically, the project reconstructs how policy practitioners, development and security experts, urban planners, civil administrators, advocacy networks, civil society groups and residential communities understand the challenge of facilitating urban resilience in the Americas. That is the ability of city dwellers in Latin America to adapt and thrive under conditions of environmental degradation, public insecurity and dysfunctional public services. It does so by analysing government, NGO and development agency reports, press statements, media contributions and project descriptions as well as through field interviews and participant observation. Where do these actors see appropriate governance responses to the ‘wicked problems’ of our complex world come from? And what does this imply for the modes of international policy engagement? The project probes empirically whether and, if so, how the resilience discourse formulates the problem of knowing as an epistemological vs. ontological one and what this might imply for frameworks of international policy engagement and global cooperation.
